Outline of Final Research Achievements |
English people discussed and investigated on declining birthrate in the beginning of the 20th century. Maternity health and family allowance were insisted to improve the situation. These are realized as a base of Welfare State after the Second World War. Fertility rates declined after 1970s by feminization of labour. But birthrate is rising now by equity policy, safety net and mothers from abroad. Following are suggestions for Japanese. Primarily, birthrate declining means people are eroded the rights of reproductive health. Rights of people to have children should be protected. Secondly, comparative worth should be realized for temporary employees and part timers, a lot of young people are working in these employment. Maternity and childcare leave should be given to those, too. Thirdly, independent ministry is necessary for children and youth to support them and their parents. Investigations and statistics about life of children, youth and their parents are essential.
