| Research Abstract |
Since 1978, Chinese officials have launched an initiative for Administrative Reform and the Open-Door Policy. These policies during the past 10 years have resulted in rural economic development and the changes of rural communities in China.
The power that is pushing the development and the changes forward is the vital force of village and township enterprises. Chinese village and township enterprises were created mainly as second and tertiary industries by farmers in order to speed up the construction of four modernizations, properly arrange hundreds of millions of rural surplus labor force, transform the rural mono-type economic structure and promote commodity economy.
Village and township enterprises are the outcome of Chinese Administrative Reform and the Open-Door Policy, and have developed rapidly with market regulation as the main and in in the flexible mechanism of self-accumulation, self-determination of management and self-responsibility for profits and losses.
At present, these enterprises have employed 95 million rural surplus labor force and created an output value accounting for 24.3 percent of the gross national product and 58 percent of the gross rural product and 28 percent of the gross industrial product. Thus village and township enterprises have become a main pillar and an important part of Chinese national economy.
The development of village and township enterprises have also helped improve conditions for agricultural production and bring about the market economy, and then change rural communities. Such relation between these enterprises and rural communities varies in different localities, the littoral zone or inland area.
This report is the result of field research on the changes of rural communities in Hunan, inland area of China. The result shows the great role of Garden Economy together with village and township enterprises in local economic development of inland area.
