Research Abstract |
This study aims at grasp the aspects of recent evolutions in Spanish agricultural structure, which have been coming about since the affiliation of Spain to the European Community. During 5 years the following tendencies we observed are : 1 The farm policy-making at regional levels has been settled. The regional autonomous government are now responsible for making the regional farm policies, in line with the CAP, in cooperation with research institute, regional financial organis and farmer's associations. This is a consequence owing to the consolidation of the regional autonomous government through the transmission, provided in the Constitution, of governing authorities from national to local levels. 2 There have been developing the various capitalization of agriculture and reorganization of farms. e materials to farmers by manufacturers themselves. And then commercialization of agricultural products is rationalized and modernized. Small farms, in the productive area of commodities, are integrated into cooperatives or other kind of collective farming structure. 3 There have been growing substantial differences on regional reactions to the new conditions resulting from the affiliation of Spain to the EC. In the Mediterranean regions, vegetables and fruits sectors have been substantially expanding, which was stimulated by the extension of EC market. In the southwestern region, the active reactions, including experimental growing of some subtropical plants, have been developing by making the most of localization and natural conditions there. In contrast with the above regions, in northwestern region or in hilly regions, where the principal productions hve been traditionally cereals, milk and meat, the competition against the other members countries of the EC have been intensified, under the unfavorable circumstances of over-production in general. In these conditions, for farmers there are no alternative, on the contrary, there havea tendency to the subsidies or premiums from the EC. Finally, the financial assistance from Regional Development Fund are being granted to promote the development, while the price conditions have not been improved, so that the movements led by core farmers demanding the improvement of farming conditions are developing.
