Research Abstract |
The rapid changes in economic and social structures of industrialized countries are creating considerable challenges to their higher education systems. From this perspective, OECD has initiated an international study titled "The Contribution of Higher Education to New Trends in Economic and Social Developments. " The present project constitutes the Japanese contribution to this activity. The whole project focused on two specific issues, i. e., (i) the recent developments in short-cycle higher education institutions, or the non-university sector of higher education system, and (ii) changing patterns of finance in higher education. From these two perspectives, detailed analyses were undertaken on the Japanese case. Also, comparisons were made across countries based on case studies about other industrialized countries. Through these processes, it was found that (i) the non-university sector of higher education is developing steadity and their role is growing in many countries, presumably reflecting demands for new skills ; (ii) the patterns of financing education has been changing in the last decade, generally shifting away from direct support and control by governments and towards indirect governmental support and institutional autonomy ; and (iii) these changes signifies the need of structural adjustment of higher education system to the emerging social and economic environment.
