Research Abstract |
Homeless problem has come to a major urban social problem since 1980th in Europe and U.S.A., Although it is believed that there have been little homeless problem except immediatly after thw War in Japan, there are a few homelessness with serious povety, illness (including metal illness) and the other difficulties. This problem should be still one of important targets of contemporary social welfare in Japanese bit cities, especially in Tokyo. This study aimed to explore following three. 1) Analysis of all inmates of one shelter for men and family, named "Siozakiso" from 1952 to 1980 to examin how to formed homelessness and their problems in Tokyo duaring post War period. About 3000 cases were analyzed, and we could found unmarrid or divorce, unemployment illness and migration from rural area were main causes of homelessness. Therefore being a homeless person means not only being in poverty but also being without a "Social Network" or "Social Network" or "Social Linkage". 2) Histrical study on social services for hemelessness in post War Tokyo. Development of Welfare services based on universalism and decentralization in Welfare State had have a tendency to exclude people without home, adress, family and job ("Social Linkage"). In this tendency, social services for homelessness have not developed except some temporary servise provisions for the people in illness or aged and evicition from public space. 3) History of homelessness and social services for them in New York City.
