Research Abstract |
As a part of this project, we visited Canada, the U.S.A., Netherland, Germany, and some other European countries in 1993. We investigated the current drug situation of the countries and analyzed cross-culturally the strategy of drug abuse prevention. The results obtained are as follows : 1. The use of illicit drugs in students and adults has generally shown a decline since 1977 in Ontario, Canada. The decline of drug user depended mainly on the effort of the Addiction Research Foundation (ADF) which is an agency created by the Ontario government. However, some sub-groups ; one is women 18-29 years old and the other is street youth, have increased their illicit drug usage. 2. The current drug situation in European countries is different from those in the USA and Canada. The government of Netherland has taken relatively tolerant policy for marijuana use. Against illegal drugs, several kinds of intervention programs have been provided by the Department of Health Education at the University of Limburg. On the other hand, the number of hard drug user increased significantly in the past decade in Germany and the National Programe on Drug Abuse Control was developed in 1990. 3. In the USA, several pilot studies have clarified the effectiveness of school-based comprehensive drug abuse prevention program, which were designed to provide students with the knowledge, attitudes, skills and behavior to make healthy decisions. The generalized large scale strategy focused on drug abuse prevention have been developed and trials to integrate school and community program has been begun.
