Research Abstract

There is not yet "national concensus" for the foreign workers whom Japan accepts, along with more efficient control of illegal foreign workers, nevertheless, Japan has recently emerged as one of the most preferred destinations.
The major factors of international labor migration in recent times appear to be the following : (1) Sharp differences of population movements among nations and inbalance of demand-supply of labor force (2) Economic development among nations, particularly difference of income-standard (3) Existence of institutional schemes stimulate the action of international labor migration.
According to the Report of Illegal Foreign Workers Survey (1992),
Of the male workers, those in construction were recorded at 51%, and factory workers at 28%, other laborers reached at 5.9%.
Of the female workers, hostesses working in bars 35%, followed respectively by factory workers 17%, prostitutes 11%, and dish workers+waitresses 16%.
Many female foreign workers had been working in the industry affecting public morals would seem to be connection in the mix of politicla system, political culture, reality of economy, Japanese morals and so on.
Legal Japanese Brazilian and Peruvian workers reached about 200,000 had been working in the "Tokaido-Belt Area", which covers Kanto through Kinki areas. It implies that Japanese Brazilian and Peruvian workers are substitutes of foreign workers as "functional equivalents" in these sectors.
We have had already problems of foreign workers (R.O.& North Kirean, Chinese & Taiwanese) through prewar period in Japan. If we could not make a condition of symbiosis whose cultures are not homogeneous people, it is impossible to deal with problems of new foreign workers in Japan. It is also necessary to reinforce employment measures such as training schemes for the foreign workers.
