Research Abstract

The aim of the research is to develop manpower scheduling procedures for minimizing overtime of worker. The overtime in Japan is very long compared with US, Germany and UK.The overtime causes not only an additional cost but also overwork of workers. Thereby, the overtime should be reduced as much as possible. Three kinds of the manpower scheduling problems analyzed in the research are as follows.
1. The problems of how to divide a job into subjobs and allocate them among workers were analyzed by taking account of meeting time. The workload for each worker can be lightened with the number of the workers who treat the job. However, the meeting time for controlling the subjobs will increase with the number of the workers. Therfore, the optimal division and allocation were determined so as to minimize the overtime.
2. The problem of how to assign jobs to workers was analyzed by taking account of uncertainties of processing times for the jobs. It is difficult to predetermine precisely the processing time, while the workers must complete the job before the due date. The worker must sometimes work hard with overtime to ameriorate the possibility of the completion. Then, the optimal assignment was determined for minimizing the overtime.
3. The problem of how to allocate jobs to workers was analyzed by taking account of workers' preferences on days off and overtime. In order to improve the worker's morale, the wish on days off should be satisfied. However, when the days off causes the tardiness of the job, the wish is not achieved. A method for satisfying the wish is to utilize overtime, which should be naturally minimized. Therby, the optimal allocation was determined for satifying the worker's preferences.
