Research Abstract |
The project on investigations of natural disasters in the Philippines was proposed by INCEDE considering the large amount of natural disasters experienced in the Philippines and the heavy damage they cause. INCEDE invited researchers from the University of Philippines, Philippines Atmospheric Geophysical and Astronomical Services Administration (PAGASA), Philippine's National Mapping and Resources Information Authority (NAMRIA), to participate in the project. During the first meetings held in the Philippines, flood disaster mitigation was identified as the focus area of the research. Flood disaster mitigation requires flood forecasting, and identifying the risk involved. If measured rainfall and river discharge for a long period are available, conceptual mathematical models can be used to forecast flood and relate it to the risk. n. Both of these factors are common in the Philippines. Therefore, it was decided to construct and apply a Physically based distributed hydrologic model to a selected catchment, and then to use the results to develop a simplified mathematical model for ungauged catchments for operational purposes During the project, two hydrological models, a fully distributed model and a physically based lumped model, were constructed at INCEDE.Agno Catchment in the Luzon island was selected as the study area, and PAGASA carried out hydrologic data compilation while NAMRIA carried out digitizing work to construct the GIS.for the Agno River Basin. A researcher from the National Hydraulic Research Center (UP), visited INCEDE to participate in setting up the model for the Agno river basin. A GIS consisting of Digital Elevation. Model of the basin, SPOT satellite images (and landuse derived from it), soil map, population distribution and the road network was constructed. During the project 12 Philippine researchers have been invited 18 times to Japan to participate in discussions, workshops and field visits. The model application showed good results in simulating past floods. The GIS can be used together with the flood forecasts from the simulation model to arrive at disaster mitigation strategies.
