Research Abstract |
Design of the Land Management System (1) Organizing area of the system : The system has to be organized in the area of river basin or the command area of the irrigation district in addition to the area of community, because land improvement in which land is reformed into large scale plots and put together to large blocks is easily planned and implemented under the mutual agreement of landowners in those areas. In the case of consolidated big agricultural cooperative areas, branch office could be the unit of organizing the system, as the area of branch office is almost same as the area of community and the irrigation district. (2) Function of the system : The system has to install six functions as bellow. (a) Designing and carrying out land use plan in the area for the efficient use and/or conservation of farm land. (b) Implementing land improvement in whole area to form large scale plots in accordance with progress of the technology in agricultural production. (c) Executing the betterment project of external conditions of livelihood in the area including the rural scenery. (d) Coordinating the mutual agreement of landowners in the area for the purpose of fruitful land use. (e) Pursuing the high profitable and also the high efficiency farmings in the area. (f) Setting about the new business of processing and selling food, and moreover the business of green tourism in the area. (3) Compositon of the system : The system has to be composed of the main system and the six subsystems. Each subsystem functions independently, but they have vertically and horizontally tight relationships each other. (4) Supporting brigades of the system : To have the system work effectively, the continual support and cooperation are needed by the brigades such as irrigation district, village or town office and other agricultural organizations in addition to agricultural cooperatives.
