Research Abstract |
The Framework Agreement on the Climate Change came into effect on March 1994. In the agreement, the industrialized countries pledged the unilateral cutting-down of the greenhouse gas emission before A.D.2000. Taking account of the unilateral cutting-down and the forthcoming global agreement with developing countries, this research points out several conditions for the global environment policy of Japan ; the measure should have the ultra-long-term perspective, the flexibility with the change of scientific knowledge, the incentive for the developing countries to join in the cutting-down group. A public choice model on the tax rate choice of environment tax in democracies is provided and tested by an OLS analysis with the data of nineteen OECD countries. Finally, several proposals for the green tax reform are examined.
