The purpose of thie paper is to make clear the fundamental characteristics of mortgage banks. This article deals with the activities of Japanese mortagage banks, the Noko Ginko, 1910-1936. To approach these problems, examinations are focused on finding the features in the operations of two big mortagage banks, that is, the Hyogo-ken Noko Ginko and the Bisan Noko Ginko, both of which seem to have been respsctively playd pivotal roles in the sector of mortgage banking. As a result of the examinations, available evidence seems to support the following conclusi ons. Mainly the Bisan Noko Giko had supplied a loan secured on landed properity, unban distiict areas where were incorporated into Nagoya City in 1921. The hyougo-ken Noko Ginko had supplied mortgage credit on speculation to ground landlords, realty dealers. The Noko banks changed from agriculture and industry banks into common mortgage banks in the late Taisyo period. Mortgage banks were promoted by urban development in each prefecture.
