Research Abstract |
1.THE DEVELOPMENTS OF THE UNIVERSITY EVALUATION,WHICH HAVE BEEN SEEN SINCE 1980'S IN MOST COUNTRIES,WERE MAINLY AFFECTED BY CRUCIAL RESOURCE PROBLEMS IN THE GOVERNMENT OR THE RAPID DECREASE IN THE POPULATION OF 18-YEAR-OLDS. 2.THE ACCREDITATION SYSTEM USED IN AT UNITED STATES AND THE PERFORMANCE INDICATOR SYSTEM UTILIZED IN UNITED KINGDOM BECAME ROLE MODELS FOR THE OTHER COUNTRIES' HIGHER EDUCATION SYSTEMS.THE KINDS AND STRUCTURES OF UNIVERSITY EVALUATION ARE DIVERSIFIED IN EACH COUNTRY.THE SUBJECTIVITY OF UNIVERSITY EVALUATION IN THE ACTUAL PRACTICES ARE CLASSIFIED INTO FOUR TYPES,THAT IS,GOVERMENT,COUNTRY-WIDE PROFESSIONAL ASSOCIATIONS,UNIVERSITY OWN AND OTHER PRIVATE ORGANIZATIONS.BUT FEW COUNTRIES EXCEPT UNITED KINGDOM COMBINE THE EVALUATION RESULTS WITH THE ALLOTMENT OR DISTRIBUTION OF RESEARCH AND TEACHING MONEY. 3.IN MOST COUNTRIES THE UNIVERSITY EVALUATION ARE CONSIDERED AN IMPORTANT MEDIATION TO IMPROVE THE QUALITY OF TEACHING AND RESEARCH IN UNIVERSITIES AND AN INEVITABLE SYSTEM FOR MAINTAINING ACADEMIC FREEDOM OR AUTONOMY.IT IS ALSO EXPECTED TO BE ESTABLISHED THE EVALUATION STANDARDS ENOUGH FOR SCIENTIFIC EVALUATION.
