Research Abstract |
The objectives of this research is to study Japanese governmental sturucture and democracy, by making the limit of grass roots democracy clear, using the local self-gonerning bodies on Okinawa as resarch materials, and to get some suggestions for local self-government and decentralization. This year we kept collecting materials and made field survey as supplementary investigation for last year. We sometimes had a meeting for discussing the hearing investigation. and made reports and cooperative research. Especially this year, we expanded our research sphere and digged our critical mind for each local self-governing organization, under the common recognition that it is important to make the history, the function and the form of self-governing bodies in Okinawa clear, because the self-governing bodies of Okinawa are different from those of other prefectures. Taking KOMINKAN (public hall) as a example of self-governing body, we studied the role of KOMINKAN which has substantial side of democratic education. And also we studied the trust system of governmental work, in the relationship between cities and self-governing bodies. We also studied the present state of the approval for land connected groups. We could say that, as a consequence of our investigation, self-governing bodies in Okinawa have big diversity compared with the uniformity of other local self-governing organization. We are pretty sure to say the diversity related to a individual charactor of a local area. We found that Okinawa responded to a demand for the present days. and Okinawa is the place which offers wonderful research materials.
