1. Documents reseached A.Documents and literature related to the rise of information dissemination and public relations by local government were complied, and the direction and topics of the research were determined. B.Analysis of the cummunicative function of local administrative public relations activities confirmed that the study of self-governing administrations and multimedia outreach as an interdisciplinary theme would comprise research of growing importance as this accompanies trends toward regional decentralization of authority and desire for improved quality of life. 2. Implementation of a social survey A.Chofu city, Tokyo Metropolitan Area was chosen as a representative region receiving publicity programs via cable TV.On February, 1997,1,100residents were survey by questionnaire mailed to their homes. There were 474 responses, or a rate of 43.1%. B.Items on the questionnaire included the following : freaquancy of contact with media/local public institutions ; intent to remain permanently in the area : amount of interest in the local government ; degree of access to local administration ; degree of satisfaction with public and regional information ; awareness of accessibility of information or participation by citizens ; evaluation of the mayor, city council/public officials ; intent to use new services offered by cable TV,etc. C.Representative results from the survey show | that more than 40% of internet or other electronic communication services. One in four households subscribes to cable TV ; these subuscribers show a reciprocally higher degree of interest in permanent residence and local government than do non-subscribers. They also show a high degree of satisfactin with public government public relations.
