Research Abstract

(1) The school opting out, introduced by the Education Reform Act 1988, can be seen more likely in the local area dominated by the Conservative Party than in the local area dominated by the Labor Party. At the same time opting out can be seen not at national wide but at some restricted areas.
(2) Most of grant maintained schools (GMS) used to be a gramr school. They intend to back to selective schools by leaving control of LEA and becoming to be self-government and self-management. The propriety of opting out has been discussed as the alternative of comprehensive or selective.
(3) The funding method to GMS changed from individual basis to the LMS-via, the Common Funding Formula (CFF) and now is changing to the National Formula (NF). This change reduces the financial merits of opting out and obstructs pushing forward with it.
