Research Abstract |
The long-term volcanic activity of Unzen Volcano rendered severe bad effects on the local economy in commerece and industry, and agriculture. Governments deliberate reconstruction plans and measures for the promotion such as the superdam of erosional control, training dike, river improvement, and program of economic build up. The objetive of this survey is to investigate the reconstruction plans of Shimabara districts. (1) Follwing up on the making the reconstruction plan in Unzen eruption hazard area are investigated. It is very important to accomodate facilities and equipments for countermeasures against disasters and urban facilities to the long-term volcanic activity in Shimabara district. A survey is undertaken to know need about the countermeasure for improvement of urban infrastructure, considering the prolonged volcanic activity. eir effects are reported and discussed. Problems which now have to solved as well as some lessons to be lerned are also explained. The cost of emergency counter-plan to roads and railway is investigated and increase of traffic cost owing substitute traffic such as marine transportation and detours. The influence that interruption of traffic gave upon commuter activities is made clear by the questionnaire survey. Disaster prevention officials of lifeline systems recongnized the danger of the mountain eruption and and plans after debris flows and pyroclastic flows attacked their facilities. Emergency counterplan plan, damage and both temporary and permanent restoration plans of lifeline systems to volcanic disaster of Mt.Fugen are reported and discussed. (4) Follwing up on the making the reconstruction plan, the reconstruction plan in Unzen eruption hazard area are investigated by interviews with local governments and data on the Unzen volcanic disaster. A questionnaire survey is also undertaken to study the opinion and consciousness about reconstruction plan, disaster prevention plan, dissemination of information and program for economic builtup.
