Research Abstract |
Japan adopted an elected-governor system in late 1940s and those elected governors took a lead in local economic development policies in 1950s. This study focuses on relations between political decentralization and economic development in Japan. The main research results are two-volumes collection of English documents on local government reforms during the Allied occupation. The documents of Government Section, GHQ/SCAP are collected and edited with an introduction of editor. Volume I covers from 1945 to 1948 including such topics as abolition of the Regional Governor-General, introduction of elected governor system, local elections and the abolition of Tonari-gumi, enactment and revisions of Local Autonomy Law and abolition of local branch offices. Volume II covers from 1948 to 1952 including such topics as information plan for Local Autonomy Law, issues on local finance, issues on local government and local public servant law. An article titled Local Tax Reform in 1950 analyzes the changing relations between occupation authorities and Japanese government. The paper was written mainly using documents from volume II above.
