Research Abstract

It is confirmed that university does not only works as the source of human resource, but as the center of human network. University must do power up its research and education capability for technological development, even though the budget is low, functional role of university like networking will still become important.
There are two implications we can get from this study of French-Japan comparison of human resource development for technological development.
One is the need for total and strategic view of human capital formation in coordination with the strategy for technological development. Especially for the high-technology and urban development technology fields, it is necessary to intensify the resources into selected projects. As we have seen in this paper, French system is more suitable for this type of technological development.
The second implication is that the government should offer precise and organized system of educational background and occupational qualifications with … More more closer links to social and business organizations. This may become the tragets of human capital investment for workers looking for new jobs in the external labor market. The Japanese internal promotion system worked very well for giving guideline to workers which should be learned next. And it worked very well for guaranteeing the workers to collect their returns to his human capital investment as far as they are employed in the some internal labor market. However, under the new condition of Japanese labor market which creates more unstable employment to cope with unstable economic conditions.
Especially, the difference between France and Japan comes from the training and promotion system, and also comes from the system of higher education. The symbolic matter is that the unique statistical idea of "social professional category" for France, which is some sort of combination of social class and occupation.
Our tentative conclusion of this research project is that the many facts on human resource formation in both France and Japan is the mixture of individual decision making under the condition of educational system, training system, internal organization of enterprises, industrial relations and social security system.
We need more investigation with more data and more sophisticated framework for comparative research. However, our research had shown that we can expect more efficient policy implications under this kind of international comparative research work of social and economic system. Less
