Research Abstract |
The purpose of the study was in examining the possibility of a consistent social decision-making and in finding way of evaluation of policy decision-making in real worlds in the light of the former part of study. This study performed the following research and obtained the results as in the following : 1) Surveys and extensions of social choice theory A review of social choice theory after Arrow may say that examination of the implication of domain-restriction and value restriction in the theory is important. From this viewpoint this study surveyed comprehensively arguments that treats domain and value restriction paying attention on how it contributes to assure consistent social choice. As an application of this study, the research found that the simple majority rule can provide a consistent social choice if it is noted and admitted that preference of every individual is based on resource allocation, social evaluation of a resource allocation is based on income distribution implied in it, and it is evaluated in terms of its level and equality/inequality. 2) Surveys and refinement of public choice theory Since public choice theory is extended in a variety of forms, this study focused on a most comprehensive survey paying attention on structural feature of the arguments, method of arguments and subjects of analyses. It refined the arguments how the theory is further reorganized so that it contributes systemic evaluation of policy decision-making. 3) Study of institution for provision of public goods and social-overhead capital This study extended the analysis of relationship between institutional feature of decision-making and efficient provision of public goods and social capital concerning private provision of public goods and public investment rule with distortion.
