Research Abstract |
This paper aims to find the relationship of large-scale farm management formation which is popular in Hokkaido and cultivational farmer after World War Two. In "New agricultural policy" which is now proceeding said that large-scale farm management will have a important role on Japanese agriculture in the 21st century. Furthermore, Hokkaido agriculture is one of the models because, to date, still there are 20ha in rice management, 40ha in upland management and 50ha in daily farm management. Inquire to the farmer find that in the cultivation area after the World War Two where are related to a large-scale farm management, are formed by not a process of expand by farmer but a central government support to construct infrastructure to change sterile land include of waste land to fertile land. However, famer's managemental structure shows (excluding virgin land) that higher ranks farmer is formed by "order of arrival" But agricultural structure had changed in the after 1980's. Those farmers who expanded their farm cultivation after the World War Two achieve a top level, but the bottom line is the same. In addition, in that area they have problems of debt which is a big issue these days. That is accelerating due to fall in the price of farm products. Due to such reason, many farmers dropped out in 1990. In rice field area, the heaviest task is the cost of infrastructure. Especially in 1997, there was a sharply decreased in the price of rice, because of rich harvest, made their situation worse than before. In the upland area, investment based on agricultural machines such as tractor, which is useful to different crops, is a burden. In daily farm area, investment for equipment, which is, introduce to a new system have difficulty earninga profit. Also it is found that a base of technical issue in large-scale management are forced to work longer hours daily which is just the same as using the average type of machines or equipment.
