Research Abstract |
The main objective of this research is to develop a theoretical model about the information system and the information management system in the participatory regional planning process. Though so many participatory regional planning projects are going on under the umbrella named "Machidukuri" in Japan, theoretical model is not well defined. In this research project, we analysed regional planning process as a group problem solving process from the informatics viewpoint, then we tried to make clear the essential conditions of the information system and the information management system which can support the group decision process. As a result, we can make clear that much data and information is screened within the planning context and the participants are interested not in data itself but in the planning context. Then we develop the information system as a proto type which enables us to develop the planning context through collaborative communication among planning specialists, planners in local authorities and the residents on the internet. We defined this system as the project oriented data base. The unique feature of this system is that the participants can collaborate with each other and share the planning context as the planning project progresses. Developed planning context related to factual data is accumulated and it is accessible for the participants. We applied this idea to the case study as an experiment. As a result we found some important characteristics in managing the information system as well. In future, we would like to extend our model by developing more soshisticated human interface applying multi media technology and to prepare a more flexible information system for a facilitator.
