Research Abstract

The purpose of this research project is to propose a couple of recommendations for higher education policy in Japan based upon the results of analysis of the process and current situation of universalization of higher education in foreign countries.
In 1997 and 1998, we reviewed the process, current situation, and policies of univesalization of higher education in the United States, England, France, Germany and Korea. We also made researches into impacts of universalization on public administration and finance, admission policy, labor market, undergraduate program, graduate education, quality assurance, administration of private universities, and higher education system.
In 1999, we continued researches and integrated the research results into three category : (1) process, (2) aspects, and (3) prospects of universalization of higher education in the final report. In the report, we presented three scenarios or cases of foreseeable universalization of higher education in Japan : (1) continuation of mass education, (2) conversion into universalization, and (3) compound change.
