Research Abstract |
It becomes more important to obtain demands of recyclables, according to the increase of amount of collected recyclables. While to extend domestic demands is important, the importance of intenational demands are just beginning to be indicate. This research studied on any possibilities of exporting recyclables and contributing developments to developing countries under some public policies. In the first year, investigation on the actual conditions of recycling and waste management in some developing countries was made. Waste management governments are anxious to improve the sanitary lebel, and have little attention on recycling. On the other hand, economic development governments have strong motivations to obtain good quality industrial resources with low price for thir economic developments. upply their recyclables to their client, paper mil companies, so that they do not afford to export them. On the other hand, some waste management companies have begun businesses to collect waste paper from offices according to offices's request. They do not have any strong connnections with paper mil companies, compared with traditional waste paper processors. A case study to export waste paper to a developing country was proposed by a waste management. Company with support of a great transportation company. The case study found out that the exporting project would be profitable, but obtaining a harbor facility for exporting waste paper is difficult. In the last year, framework of desirable public policies was discussed. There is a risk to let private company freely to export and import recyclables. This is proofed by an event to export waste paper from Japan to Philipines with infected waste. If the exported recyclables have high qualities, some one would think them as wastes. Here, some kinds of public policies are storongly needed. It is not good only to export recyclables to developing countries, as if they are a way of waste disposal.
