Research Abstract |
We conducted this research to consider conditions to allow regional Small and Medium-sized Enterprises (SMEs) network themselves for joint research & development and favor interorganizational learning in Japanese industrial regions. Our research team examined these from various viewpoints such as strategic management, research policies, regional industrial structures, finance for SMEs and interregional networking of industries and the role of non-governmental organizations for development, taking examples of industrial regions in the North Japan. Relative lacks of core-competence of SMEs for R & D have already discussed in 1990's, therefore, we approached this problems, examining (1) characteristics of R & D policies, (2) risk management of investment, (3) role and management of NPOs, (4) role of interregional information infrastructure for SMEs and (5) policies for collaboration and transfer of technology between regional industries and Universities. We has five following results. Firstly, consortium policy would be effective policies for such regional industries. Secondly, bankruptcy analysis based on discriminate analysis is showed to be suitable for risk management for joint R & D SMEs partners testing bankruptcy data of SMEs in north Japan. Thirdly, an interregional information infrastructure is showed to be effective to compensate for lack of network abilities of SMEs, examining cases of the North America. Fourthly, the role and management of NPOs to promote joint R & D have a critical role in activation of interorganizational learning between SMEs. Finally, testing the case of the Aizu University in Japan, the coordinator functions of Universities in joint R & D between industries and Universities should be took care and filled under good conditions when the transfer from Universities to regional industries and SMEs is aimed.
