Characteristics of the university evaluation (UE) in the UK are summarized as follows: 1. UE was introduced in the process of the mass production of higher education, and in the response to the reduction of grants from central government and also to a new pattern of market-driven higher education system 2. UE was settled by the law of higher education, and was administered by a branch of the central administration. As a result, the central government has a strong leadership over universities, in particular the planning function in the field of higher education becomes stronger than before. 3. UE divided two functions of a university; education and research, and as a result, two fields of teaching assessment and research assessment were employed. 4. Teaching assessment and research assessment were implemented by the peer review, and the names of review panels were made public to universities. 5. The research assessment and teaching assessment have link with funding from the government. High rating at both assessments means the allotment of more amount of grants. This brought about a principle of the payment by result and a competitive marketplace principle among universities. 6. UE brought about a new concept of management into universities, which consisted of efficiency, effectiveness, economy and accountability.
