Research Abstract |
The purpose of the present studies is to investigate the present status of foreign university evaluation systems and to suggest what kinds of institutions should be proper for Japanese university evaluation, in clarifying the effective methods and concrete concept of the institution. The present study started at October of 1998, and has already presented a report on the vision of Japanese university evaluation system and its institution in June of 1999, in which the meaning of the establishment of its institution is described in conjunction with its organization and content of evaluation system, since the preparatory committee on institution for university evaluation has been already initiated in May of 1999 by the national government. The content of this intermediary report strongly reflected that of the report presented in September of 1999 by the above-mentioned preparatory committee. he background of this study, fundamental character of the evaluation institute, its founded structure and its undertaking. The fundamental characters of the university evaluation institution are such that (1) a independent evaluation institution different from the usual universities, (2) using their own evaluation standard, (3) should evaluate the universities with reviewers chosen by the institution. The founded structure is regarded as the same as interuniversity research institutions. The function of the institution is to evaluate the universities, to study the evaluation system, and to do gathering, analyzing, and supplying of the informations for the university evaluations. The 2nd chapter deals with the views of assessors, the role of evaluation committee, and role of organizations of teaching and clerical staff, as the practicable structure for university assessment. It also presents the measures for its maintaining of the vitality. The evaluation is based on done by the peer reviewers in the same academic fields, and therefore, the universities staffs will play a main role on evaluations. But the learned person who works outside of the university, with the through knowledge of the same special fields and the university educational system, also should participate this evaluation team. The 3rd chapter discusses the content and methods of evaluations done by the institution, in order to present their own characteristics, by various evaluation methods with various views. It requires the evaluations for various activities of universities such as education, research activities, activities in local societies or corroborating activities with industrial societies, social contributions, and so on. The evaluation should further extend to the managing system how the headquarters of the universities stimulates their activities. The evaluation for educational activities should be done on the basis of their own purpose and the goal, in order to use the results for self-monitoring and self-evaluation. The report finally summarizes the foreign university evaluation systems implemented in England, France, Holland, and America. The final report includes the results of further studies on the concrete evaluation methods, process and the subjects in Korea, and Germany, and the countries described above. Less
