Research Abstract

In the first year of the two-year project, survey research was conducted to investigate the decision making process of female candidates who ran for office of House of Councilors in 1998. Major purpose of this survey was to collect biodata of the female candidates, but the collection of data by mails was slow and ineffective. The backing organizations for female candidates were quite often temporary and impermanent, and it became clear that non-political but permanent organizations often play key roles in fielding the female candidate. Tracing the network of activists was the only effective way to identify volatile backing organizations.
In the second year of the project, demographic and social factors of the female candidates were analyzed. Based on the temporary findings that more dynamic changes of female representation had started rather in the municipal politics than the national ones, the target of research was shifted to the local political candidates, and women's process to run for political offices in Hokkaido was investigated for past ten years. Findings are as
1. More women are running for local political offices in these ten years.
2. Degree of female political representation has positive correlation to urban ization and the size of population of community.
3. Eligibility pool of the career women has not been capable to supply candida tes.
4. Organizations to coach the novice female candidate have been visible in the se five years.
5. Political parties started assisting female candidates but it was only recen tly.
