Research Abstract |
Iran is the mixed state where Allocation state and Production state struggle each other. The movement and policy toward the industrialization emerges incessantly, but the forces to check them work at the same time. I tried to investigate how the repugnant forces are emerging in the management of big business in Iran by analysing two state companies, one in steel industry and one in automotive industry. Each company made cooperation contract with Japanese company and the technoplogy transfer from the latter to the former was done. I went to the headquarter of the Japanese companies for hearing the situation of the Iranian companies. The fact findings are as follows. The potential of Iran for industrialization seems to be larger than that of other Middle Eastern countries. Iranian has the not so bad ability to acquire skill, understand about the procedure of work, and so on. However Iranian is lack of ability to organise such human resources for production and manage the organization. We can list up the following examples of such weak points in management of state company. i) inconsistency of management, ii) lack of plan in management and production, iii) frequent shutdown of plant and equipment due to lack of preventive maintenance and inspection, iv) no date to be collected on operation, v) no information to be hold in common, vi) management doesn't know the proper product cost because of keepin no proper accounts. Such management is derived from the way of merchants thinking, not the way of industrialist thinking. The former is peculiar to Allocation state. Allocation state put stress on distribution, not production. And Iranian theocracy stands on Allocation state. That shows there is the obstruction in the industrialization in Iran.
