Research Abstract |
This research project started to clarify the process of the Biological Weapons Convention and the Chemical Weapons Convention from the viewpoint of science and technology. Biological weapons and chemical weapons are models of military use of dual use technology. This research project aimed to propose the strategy to prevent military application and misuse of today's technology the boundary of which has been disappeared through clarification of efficiency of each convention from viewpoint of science and technology. It is important from the point mentioned above that Japan disabled the old chemical weapons which was called red candle in Japan and consisted from Diphenylcyanoarsine from 2000 to 2001 in Japan. That chemical agent is called DC in US and is not listed as those by CWC.Japanese action to DC made a substantial step to enhance chemical weapons disarmament by establishment of strict understanding about chemical agent for chemical weapons. On the other hand, the discussion to make settle down the relation between the R&D of pharmaceutical company and BWC is not advanced. As for this, the strategy how to protect the intellectual property of an up-to-date research had been looked not to be enough for companies. This problem is a dilemma which affects CWC and it will be necessary to construct the method which make easy to access for public and also secure intellectual right of researchers and companies. It is important for settling of a human genome analysis and other up-to-date science besides BCW.
