Nowadays, a big controversy engulfs Okinawa concerning its development and state of development that involve the American base. The mainstream of this controversy is the economic view regarding how to raise the individual income in Okinawa in such a way that it would reach the level of the individual income in mainland Japan. Having immeasurable "natural affluence", Okinawa builds resorts and develops sightseeing spots as economic measure. However, it generates environmental problems. Considering such condition, the present study delves on the state of sustainable development of the Okinawa prefecture based on the Third world view on alternative development particularly in Asia that has been studied so far by Suzuki, research representative.
