Research Abstract |
The United Nations, in cooperation with UNESCO, has set forth a grand design for the world of the 21^<st> Century. The goal is to build a worldwide culture of peace starting at the grass-roots level through lifelong learning based upon Human Rights Education within the framework of the UN Decade for Human Rights Education (1995-2004). The UN International Year for the Culture of Peace (2000) was designated as the starting point for the program. This study was designed to put together the responses and reactions to the UN's proposal by local governments and civic groups in Japan, to outline how the plan to realize the proposals within the local context, and to identify those problems and challenges that still need to be addresses.
