| Research Abstract |
We survey the condition of newly designation of urban planning area using annual reports for city planning and find that 167 local authorities designed urban planning area between 1970 and 2000. Then we classify those with existence of mother city and increase of population. After those analysis we send the questionnaires for those local authorities to ask the reason and process of newly desination.
We choose Nisikawa-machi for case study. With the help of Niigata Prefectural Government we analyze the materials at the designation to find the reason of desination, the condition of land use before desination, the contents of agreement with agricultural section and the difference of the agricultual section plan before and after designation.
