Research Abstract |
Questionnaire surveys about actual situations of enactment and enforcement of subsidies for installing rainwater use facilities were conducted on approximately 1200 local governments. They were carried out by an electron survey method that was conducted economically and could quickly process the data for totals. 433 answers came back and all of them were completed with no mistake because survey system was revised to indicate it if mistake was found. 39 governments subsidized rainwater utilization facilities. According to the questionnaires, even the local government which had not enacted subsidies yet were interested in rainwater use considerably from the standpoint of the effective use of water resources and the improvement of environment. On the basis of the results, questionnaire surveys about each subsidy for 3 kinds of facilities, i.e. the rainwater storage container, for construction of rainwater seepage facilities and for conversion of septic tanks to the rainwater storage container in detail were conducted on 58 local governments which had enacted and enforced by mail survey method. They almost used public relations magazines to inform residents about subsidy most. However, from now on, Internet is necessary to be considered. While residents had great interest in rainwater storage, they had rather little interest in rainwater seepage facilities and the conversion of septic tanks. Concerning the conversion, since they have advantages of their volume and the occupied space, it is necessary to be well known. The Internet has rapidly been popularized in the last few years, thus it can be used as an important means to gather and communicate various kinds of information. However, it is difficult to obtain the necessary information quickly although many search engines exist. Many local governments create Web pages that present information on subsidies. Therefore, the database for subsidies, which is accessed easily is constructed.
