Research Abstract |
(1) On the enlargement of NATO : In March 1999, the ex-socialist countries, the Czech Republic, Poland and Hungary became members of NATO. Russia had recognized their decision in advance. That is, Russia tacitly had consented to their affiliation when Russia and NATO signed the Founding Act on Mutual Relations, Cooperation and Security between NATO and the Russian Federation in July, 1997. There is a strong possibility that the affiliation of the Baltic States with NATO will also be accepted at the NATO summit in November 2002. Russia is expected to accept the affiliation if certain conditions are satisfied. (2) On the enlargement of the EU : At the EU summit in Finland in December 1999, the EU decided on negotiations for the affiliation of all ex-socialist countries and also decided in June and December 2001 to accept ten countries by 2004. Russia estimates that the enlargement of the EU will contribute much to the economic development of Russia, and has a plan to set up a specific economic district in the Russian enclave of Kaliningrad and to utilize it as an engine for the rebirth of Russia as an economic power. (3) On other points : Regional cooperation in economic and cultural exchanges in the Baltic Sea Region, including those with Sweden, Finland, the Baltic States, Germany, Denmark and Poland, is now advancing. Cooperation is expected to reduce tensions between Russia and NATO. Considering the circumstances mentioned above, thecrucial point is focused on how Russia will act in Northern Europe. If NATO and the USA do not treat Russia as a world power in international politics, Russia could possibly react unfavorably to NATO's political and economic policies.
