Research Abstract

本研究では、為替制度と資本移動規制の問題に特に焦点を当てて、東アジア諸国の視点から分析を行った。アジア通貨危機に代表されるように、90年代以降、国際金融市場においてしばしば深刻な危機が発生し、それは日本経済にも大きな影響を及ぼした。このため、危機の再発防止や生産性向上のための新しい国際金融システムの制度設計は、本特定領域研究プロジェクトのテーマである日本経済の制度設計を考える上でも非常に重要である。研究の担当は、為替制度の分析が小川、資本移動の問題が福田としたが、研究自体は共同研究の形で実施した。また、高木信二(大阪大学教授、IMF出向中)ら国内の専門家に研究協力を要請すると同時に、これまでと同様に、海外の研究協力者と密接に連絡を取りながら研究を推進した。研究は、データの基盤整備およびその応用が主眼であったが、その中でも、東アジア諸国のマクロ・データ(とくに、頻度の高いintra-dailyデータ)および日本・韓国・台湾の企業別のミクロ・データを整理、および整理されたデータをもとに通貨危機下での各国の通貨制度や企業行動を分析に特に力を入れて取り組んだ。また、OECDのデータ・ベースや、各国政府・中央銀行のHPからマクロ・データベースを整理し、為替変動や資本移動、それに円の国際化に関する簡単な分析を数多く実施した。さらに、これらの研究成果を内外に公表するため、さまざまな国際会議と国内会議を開催した。なお開催した国内会議の成果は、すでに福田慎一・小川英治編『国際金融システムの制度設計』東京大学出版会として公刊された。また、国際会議の成果は、Journal of the Japanese and International Economies誌から公刊される予定である。
