Research Abstract

If public sector, like city office , had not dealed with the issues of foreign regident.s in Japan actively, we couldn't have solve such issues.
However, it is so called illegal foreigners that have many ploblems. Therefor, the cooperation of public sector and volunteer group is indispensable.
The result of research shows their cooperation developes more interactive than we expect before we conducted our research.
but, quasi-public corporation (the third sector ) like international association is restricted by law. So, they cannot work effectively. this means they are completely independent of public office.
The Cooperation among volunteer group proceeds to form a national organization, for exemple the National Forum in Solidarity with Migrant Workers.
