Research Abstract |
Our studies are concerned with organizing many data about human and social scientific structures and natural characters, which are produced by the Yoshinogawa (Yoshino River) in Tokushima Prefecture. As philosophy and method of Japanese river projects are widely changing, data collection and analysis are made for their smooth changeover. In the Yoshinogawa drainage area, concerned actions by the residents are actively developed. The Yoshinogawa area is a model area of the river project, which reflects residential opinions. Our studies grasped fundamental and dynamic data about the Yoshinogawa. River projects such as dam constructions and improvement works have caused serious troubles frequently, because they are directly connected with residential lives and properties, and because they connote a conflict of interests. Furthermore, the projects are accompanied with destruction of natural environment and collapse of farming and mountain villages. From the viewpoint of reflection, the Rive

r Law that was revised in 1997, adopted new philosophy and method. As a result, conflicts between project promoters and residents are being dissolved, and cooperations between them are being developed. A new framework of the Yoshinogawa projects is being arranged. For promoting the river projects with agreement of the residents, the following procedures are assumed ; (1) analysis of conditions of river drainage area, (2) setting of purpose of projects, (3) examination of various project methods, (4) decision making of project methods with synthesized evaluation. The procedures require enormous data collection and analyses. Furthermore, new analyzing and expressing methods are required for participating of many residents, who have various sense of value and various abilities concerning discussions. These cooperative studies collected various information and formed database, for improvement of the Yoshinogawa area. Our studies related enormous data with one another by using GIS methods, and presented many data for contributing residential understanding and agreement with the river projects. Less
