Outline of Annual Research Achievements

本研究はアブラヤシ生産先進地域であるインドネシア・東カリマンタン州パセール県とリアウ州シアク県で、１）地域住民の生計戦略・論理の変遷をマクロな政治・経済の動向と関連させながら明らかにし、２）その成果に基づき、これからアブラヤシ農園開発を導入する地域に対して政策的含意を抽出することを目的とした。
1990年代後半以前までは、PIR方式を指針として企業がアブラヤシ農園開発を主導した。PIR方式では、企業が地域住民のアブラヤシ農園（プラスマ農園）を造成する。プラスマ農家は協同組合を組織し、共同でアブラヤシを生産する。生産物は契約搾油工場に出荷され、プラスマ農家は収入を獲得し、借入金を返済する計画になっていた。地域住民の企業への依存構造が問題とされていた。
調査の結果、1990年代後半以降、パーム油価格の高騰によって、次のような変化が生じた。１）PIR方式に参加せずに、地域住民が独自にアブラヤシ農園を造成しはじめた、２）民営搾油工場が増加し、仲買企業も出現した。３）仲買企業の出現によって、地域住民はゴム生産と同じように必要時にアブラヤシ果房を収穫・出荷できるようになった、４）プラスマ農園の借入金返済が終了したことで、協同組合を通して契約搾油工場に出荷するのではなく、自由に生産・出荷するようになった、５）これにより、ほとんどの協同組合は崩壊した。以上のように1990年代後半以降のアブラヤシ生産構造は変容し、地域住民は特定企業に依存したり、協同組合に頼ることなく、個々の生計戦略に基づいてアブラヤシ生産を実践していることを明らかにした。
パセール県の地域住民はアブラヤシ生産の高い「労働に対する収益性」を評価していた。しかし、それには道路建設と土地の整地が前提条件となっており、この前提条件が整わない地域では地域住民独自のアブラヤシ生産はゴム生産よりも魅力的でない可能性があることを指摘した。
