Report of the Prime Minister's Commission on Japan's Goals in the 21st Century : The Frontier Within : Individual Empowerment and Better Governance in the New Millennium during Obuchi Administration starts with the phrase "the frontier for Japan lies within Japan". It exactly applies to the city planning and land use planning in general in Japan. Japan has been pursuing to catch up the western developed countries from its start for the modernization till even today when it has become the second biggest economy in the world. However, even today, after its unprecedented economic success, the quality of social capital, especially of our living environment as a whole is much lower than those western countries.
Essential driving force for city planning in the United States has been the will and interests of landowners, especially home owners, to improve and maintain property values of their property. The city planning and land use regulations are the vehicles of property owners to protect and improve the value of their property. In one word, private interests were there first to begin with. In Japan, city planning started with the public ; the state imposes all the restrictions for the state. Public interests were there first to begin with. In Japan, regulations and planning was for the state and not for the people. Landowners did not want much. This psychological mind setting explains poor planning and lax land use regulation in Japan. This difference between the U.S. and Japan is well found in strict zoning regulations for one-family dwelling in the U.S.
What Japan needs now for its city planning and land use planning is to a system to change people mind about land use regulations ; the one to make people understand that the public regulation is there to protect their property and to increase the real societal wealth as a whole.
