Research Abstract

The authors present a gaming design process whose theme, Merge of Local Governments, is one of the most important current topics in municipal policy of the local government. The gaming is designed for school students in classroom. The purpose of the gaming includes : firstly promoting discussion skills, secondly understanding regional planning policies, thirdly acknowledging impacts of public policies to different stakeholders, and fourthly being accustomed to multiple dimensional evaluation.
The gaming structure is composed of : firstly a game scenario which have profiles of each local government to be merged, secondly role descriptions which includes agricultural, commercial, and industrial sectors; sports and cultural groups ; parents and teachers associations; 'medical and welfare non-profit organizations ; and municipal administration directors, thirdly gaming process which includes (a) political coalition between regional stakeholders and between group stakeholders and (b) a player who gets other players' respects being elected as the official merger chair, etc.
This gaming has some special characters because firstly it could be a game for promoting gaming in school classroom, secondly it simulates delicate political issues hardly dealt with in educational situation, thirdly it could be applied to any other municipal areas since it is designed as a Frame Game.
