Research Abstract

This research aims to analyze the political process of the Sato Government period, considering it as the beginning of the transformation of Japanese politics. The points are as follows :
(1)We are to focus attention on a variety of policy changes, using two key terms, that is, "development" and "welfare."
(2)What changes came about in local governments as well as in the national government?
(3)What kinds of influences did the development exert on local politics?
(4)How were the political party system and the bureaucracy transformed?
(5)Besides the political approach, we are also to take an economic approach in such fields as public works, welfare policies and family expenses.
(6)We are to reconsider foreign policies of the Government by analyzing local affairs in Okinawa before and after its return to Japan.
Through the research, we would like to contribute toward understanding the domestic politics of this period, little studied so far, in the context of the post-war Japanese political history and political system.
The research has now provided some finding :
(1)The Sato Government should be placed in the middle between the Yoshida line and the Kishi line with regards to "mainstream of conservatism."
(2)Everyday life issues became a pivotal point of politics, and the "Peace" issue had much less importance.
(3)With life issues more important, changes observed in family budgets encouraged alterations of relationship between the national and local politics.
Those findings, however, need more consideration and discussion.
