THIS RESEARCH ATTEMPTS TO LAY A FOUNDATION FOR A PHILOSOPHY OF TECHNOLOGY WHICH FOLLOWS WHAT IS CALLED "EMPIRICAL TURN." INSTEAD OF TRADITIONAL ESSENTIALIST OR DETERMINISTIC APPROACH, THIS RESEARCH TAKES ANOTHER APPROACH TO GRASP TECHNOLOGY AS AN ACTIVITY THAT MEDIATES AND TRANSFORMS HUMAN RELATIONS. IN THIS RESEARCH TECHNOLOGICAL "ACTIONS" OR HUMAN-ARTIFACTS-ENVIRONMENT RELATIONSHIPS ARE ANALYZED FROM A PHENOMENOLOGICAL, HERMENEUTICAL VIEWPOINT. AND ON THAT BASIS, IT BECOMES CLEAR THAT IN CONCRETE SITUATIONS AND IN HISTORICAL, CULTURAL CONTEXTS TECHNOLOGIES SHOW INTERPRETATIVE FLEXIBILITY AND AMBIGUITY THAT CANNOT BE REDUCED TO "INSTRUMENTAL RATIONALITY." AND FROM THIS ANALYSIS THE VALUE-STRUCTURE INHERENT IN TECHNOLOGICAL ACTIVITIES BECOMES ALSO CLEAR. IN THIS RESEARCH THE PROBLEMS CONCERNING DESIGN ARE TAKEN UP AS THE CENTRAL PROBLEM OF PHILOSOPHY, OF TECHNOLOGY. BY GRASPING THE PRACTICAL, ETHICAL STRUCTURE EMBEDDED IN DESIGN AS A SPECIFIC KIND OF NARRATIVE, WE SEEK TO SHOW THE POSSIBILITY OF NARRATIVE ETHICS OF TECHNOLOGY : ETHICS THAT TAKES APPROPRIATENESS OF TECHNOLOGICAL ACTIONS FOR THE SITUATION INTO ACCOUNT ON ONE HAND, AND THAT MAKES POSSIBLE THE CRITICAL DIALOGUE BETWEEN EXPERTS AND LAYPERSON ON THE OTHER. IF IT IS POSSIBLE TO SAY THAT ENGINEERING ETHICS FOCUSES MAINLY ON MICRO-LEVEL ETHICS, ALSO ON INDIVIDUAL MORAL OF ENGINEERS, THIS NARRATIVE ETHICS ENABLE US TO WIDEN ITS SCOPE TO MESO- AND MACRO-LEVEL AND OPEN A WAY TO THE MORE COMPREHENSIVE ETHICS OF TECHNOLOGY.
