Outline of Final Research Achievements

At the International Maritime Organization (IMO), the minimum propulsion power guidelines as a part of environmental regulations, and the second generation intact stability criteria, as a part of ship safety regulations, are separately under development. Since these two deals with operational limits of ships under adverse weather, this study investigated these two together. First. model experiments in wind and waves were executed to identify the relevant phenomena. Second, they were simulated with numerical model. Third, probabilistic assessment procedures were developed towards more sophisticated regulations. An example of phenomena relating to both aspects is that parametric roll, which could induce capsizing or cargo loss, occurs when the ship forward velocity is almost lost due to strong head wind and waves under the limited engine power. This phenomenon was physically explained and probabilistically assessed. Similarly, the cases in beam and astern waves were also investigated.

Academic Significance and Societal Importance of the Research Achievements

最低出力ガイドラインについての成果は、国際海事機関IMOにおいて日本政府代表団より紹介され、審議のベースの一つとなった。第2世代非損傷時復原性基準に関する成果についても、IMOにおいて日本政府提案に活用され、同基準案の一部として採用された。このように、本研究の成果の一部は、今後IMOの所掌する国際条約の附属書等に反映される形で、国際的な船舶の安全・環境規制として社会実装される可能性が高まっている。学問的には、不規則外乱下の非線形振動問題の評価と制御に分類できるので、ここでの新たな確率論的扱いの提案や最適制御理論の応用といった点が新しく、本研究成果の他分野への波及も期待できる。
