Outline of Final Research Achievements |
Firstly, the indemnification of underemployment is to be ensured by the establishment of decent work. It is not to be undertaken by the social security, externalized from the labour relations, whereas it would be preferable to expand the social benefits with their specific purposes, such as housing allowance, child rearing allowance, care allowance, which wouldn't be directly provided for wage compensation. It is also necessary for reducing the risk of underemployment to enrich the unemployment insurance and the pension. Secondly, the vocational abilities are public goods in the broad sense, as their evolutions contribute to the social and economic development. The individual rights to vocational training should be ensured by the legal arrangements to be accommodated to their public interests. Thirdly, the employment law is to extend itself as far as possible to all sorts of paid works not via employment, which would become the sources of underemployment and in the end unemployment.
