This research reviewed History of the European International Politics in the 18th Century, which was in the Period of upheaval of International Politics and matured the basic structure of International System coming down to the present. Especially, this research argued an essential precondition to stabilize multi-polar world through clarifying the maturing process and the mechanism of state system as multi-polar order, which is core function of International Order.
