Outline of Annual Research Achievements

日本とドイツの気候変動政策の特徴が以下に生み出されるのかを明らかにするため、以下の二つの課題に取り組んだ。
1. 比較研究：調査票調査に基づき、科学的情報、政策に関する意見交換に関するネットワークを比較した。その結果、ドイツの方が日本よりも密なネットワークが築かれていることが明らかになった。その理由は、ドイツのアクターが政策への態度や団体の属性にかかわらず幅広く情報・意見交換を行っているためである。またドイツの団体は、「より有名である団体」から情報を得ようとする行動が顕著だった。これらのことは、ドイツの団体間において、立場の違いを越えたある種の共通理解が広がりやすいことを示している。これに対して、日本においては意見の異なる団体間での情報交換がそもそもおこなわれず、そのことが気候変動政策に関する議論の進展を妨げている可能性が示唆された。
2. 理論研究：第一に、政策ネットワークにおける協力関係の進展の背景を探るために、ネットワーク分析の一般理論からとりわけセグリゲーション（segregation）にかかわる理論を援用した。第二に、政策形成過程全体を分析するための枠組みに関する研究を行った。政策形成過程に関しては多様な枠組みが提起されているが、その中でももっとも政策形成をダイナミックに捉える枠組みとして、多元的政策流路モデル（multiple streams framework）の洗練化を目指した。同モデルでは、一般的に政策形成を歴史的に追跡する質的研究が多いが、この枠組みとネットワーク分析を用いた量的研究がいかに接合できるのかについて議論した。
