| Academic Significance and Societal Importance of the Research Achievements |
「地域情報化政策」とは80年代から始められた、新しい情報メディアを活用することで地域の活性化を図ったり、地域の産業を振興したりといった政策目標を実現するために行われた政策の総称である。中央官庁としては旧郵政省・総務省や、旧通産省・経産省、農水省といった役所が中心となって音頭を取り、地方自治体が実行するといった形を取っていた。しかし、それなりの資源が配分されたにもかかわらず、長期的に成功することは困難となっている。なぜそうであるのか、本研究は、地方自治体、特に条件不利地域と言われる地域に焦点を当てることで、その実態や課題を詳細に記述するもので、情報社会の基礎研究として重要な意義を有している。
