I carried out an investigation in the Modern History Institute of Chinese Social Studies Academy, and American National Archives, British National Archives, and collected unseen new documents. Raised on the historical materials, I analyzed the refugee issue during Japan and China all-out war period with noticing my attention to the side of food measures. Second, I inspected it in line with an establishment process of the local government system over the postwar system formation of Japan. I elucidated the significance by comparing it with the actual situation of the community. Third, I arranged the change of the after the war northeastern order design of the United States in Asia and analyzed that the establishment of the north and south divided nation in Korea brought big influence for the transformation of the community concerned. I announced it about each above-mentioned.
