| Outline of Final Research Achievements |
This study examined the night soil disposal policy in Tokyo, Osaka, and Nagoya, and showed that the night soil recycling system was a reasonable way and contributed to alleviating hygiene problems in prewar Japan.
Although Tokyo and Osaka experienced the failure to build sewage disposal systems and expanded the night soil recycling systems as a realistic plan, the City of Nagoya used both sewage disposal systems and the night soil recycling system to address both sanitation and financial problems.
In the study about postwar Japan, the government provided a large amount of subsidy for improvement of people's living standard and pollution prevention. The policy promoted the spread of sewage systems and the conversion vault toilets to flush toilets.

| Academic Significance and Societal Importance of the Research Achievements |
戦前の日本に関しては、欧米諸国と比較して、屎尿の下水処理化が遅れ、非衛生的な処理が続けられたことが指摘されてきたが、実際には、衛生問題を緩和する上でも、農村還元処分が合理的な方法であったことを指摘できた。
戦前の東京市、大阪市、名古屋市は、農村還元処分を継続することにより、屎尿処理の円滑化を図ったが、その経緯は一様ではなく、財政、地勢等の状況を踏まえて、政策を決定したことが明らかになった。
戦後日本に関しても、財政面の限界により、下水処理化が遅れたことが指摘されてきたが、国庫補助の充実が図られるとともに、浄化槽や公共下水道を通じた処理が行われるようになった過程を明らかにした。
